Job Title:  Deputy Animal Control Officer
Status:  Full Time with benefits, Salary:  $27,056 

Essex County is seeking an individual to perform responsible work as back-up support to the Animal Control Officer and serves as Animal Control Officer in his/her absence. This work includes, but is not limited to, responding to complaints, enforcing animal control ordinances, statutes, and laws, issuing summons and ensuring public safety.  The incumbent will be required to appear in court in support of summons issued.  Duties will also include containing/retrieving sick, injured, stray, feral or unwanted animals and transporting them to the appropriate destination.   Certification as an Animal Control Officer is required within 24 months of hire.  This position is a member of the Animal Shelter team and performs responsible work in caring for animals housed at the animal shelter, maintaining a safe and sanitary facility for animals and people in accordance with all applicable statutes, ordinances and regulations, and coordinating the animal adoption process.  This position performs work under the direction of the Animal Shelter Manager.  This position requires variable work hours on weekends and holidays, and is on-call several days per week.

Essex County is seeking a detail oriented individual to perform a variety of office related tasks to include answering the phone, producing documents and forms using Microsoft Office, and performing work for various County departments.  The selected individual will directly assist the County Administrator performing research, preparing correspondence, and coordinating daily business.  The successful candidate will also assist the Assistant County Administrator with bi-weekly payroll functions.  Experience and proficiency with Microsoft Word, Excel, and PowerPoint are required and will be tested at interview.

Status:  Full time, Exempt  Salary:  Grade 115, $47,688 - $76,302

Essex Public Library, in Tappahannock, VA, is seeking highly qualified applicants for a Library Director.   Essex County lies along the beautiful Rappahannock River in Virginia’s historic Middle Peninsula. The county seat is at the intersection of Highway 17 and Rt. 360, just 1 hour east of Richmond, VA and serves as the economic hub for this rural population of 11,000 friendly people.     We offer a cozy, slower paced lifestyle while still providing the services of a good hospital, an expanding park system, water access, a thriving farmer’s market and an array of civic organizations. The Library Director reports directly to the Library Board while being employed by the County of Essex, thus eligible for both county health and Virginia Retirement System benefits. The Library Director is responsible for overseeing all aspects of Library operations to efficiently and effectively serve the public needs. We are seeking a candidate with strong communication and networking skills who is ready to help this vibrant institution meet community needs for a variety of library services.

The Library Director is expected to:

Plan, organize, direct and coordinate library activities.
Supervise preparation and execution of department budget and maintenance of library accounts, records and bill payments, subject to central finance requirements.
Select library materials.
Enforce library policies as set by the Governing Board and develop library procedures.
Direct maintenance of statistical records on library activities, in accordance with State Library Board policies.
Stimulate and guide public relations activities and staff planning for service programs of the library.
Assign, schedule and review work of subordinates.
Attend meetings, conferences, workshops and seminars.
Meet with civic, community, and other interested groups to explain library services.
Maintain a program of long-range planning for the library.
Direct recruitment and selection of professional and paraprofessional employees and conduct staff meetings.

Completion of a master’s program in library and/or information science from an ALA accredited library school required and four years of progressively responsible public library experience, with at least 1 year in a managerial/supervisory capacity preferred.  Must be certified, or eligible for certification, as a professional librarian by the Commonwealth of Virginia.

Essex County, Virginia, is accepting applications for the newly created full-time position of County Planner.  Essex County is a predominantly rural county located on the Virginia Middle Peninsula along the banks of the Rappahannock River. This position will be responsible for a variety of community planning and land use code administration functions including zoning ordinance and subdivision ordinance permitting and administration.  The County Planner will work closely with the public, county staff, and elected and appointed County Boards and Commissions including the Planning Commission, Board of Zoning Appeals, and Board of Supervisors.  Excellent writing and communication skills are a must.  This position will report to and be under the supervision of the County Administrator.

Minimum requirements for the position are a Bachelors’ degree in Planning, Public Administration, or related field with three or more years of public or private sector community planning experience with demonstrated knowledge and experience in zoning and subdivision ordinance administration and enforcement, or any equivalent combination of education and experience which demonstrate the ability to perform the duties of the position. Experience with Chesapeake Bay Preservation Act or other coastal/wetland regulations are desirable.  Applicants which possess experience and working knowledge of ESRI ArcGIS will receive preferred status among candidates.
